ABSTRACT

Community-led service planning is implemented by focusing on a specific targeted community and walking library staff through the service planning process. The community-led approach acknowledges the important role traditional approaches can still play in serving community, but it also provides additional approaches that involve working with community. Consultation should be based on the development and maintenance of relationships which are not passive with community members, but active, ongoing and sustained interactions. Co-production is an advanced form of community development whereby library services are delivered in an equal and reciprocal relationship between library workers and local people. Social exclusion should be mainstreamed as a policy priority across all aspects of the library service including strategies, staff and service structures, systems and organizational culture. Standards and monitoring of services explores how to work with local people to create meaningful performance indicators and evaluation systems.
