ABSTRACT
This chapter focuses on the political theories of three influential classical elite theorists of the early twentieth century: Vilfredo Pareto (1848-1923), Gaetano Mosca (1858-1941), and Robert Michels (1876-1936). Together, their work on elite formation and oligarchic rule constitutes the core of the classical bureaucratic elite theory of politics.
