ABSTRACT

People talk a great deal about the organization of leisure. This is an undertaking that has its proselytes, its enthusiasts, its fanatics. True progress would start from a good to proceed to a greater good; but when one starts from an evil one should speak not of progress, but of a remedy, of separation, or patching up; after all, is only an advance toward a lesser evil. Taking a few giant strides across countries and centuries, it finds the Scales, the Balance again on the emblazoned fountains of the mediaeval cities. It is seen in the hands of an allegorical Justice, whether Justice is terrestial or spiritual, the same image appears, and impresses itself on the imagination. Thought is at work as soon as we are able to weigh the pros and cons, as soon as we are capable of awaiting with patience and minute attention the unstable and sensitive immobility of the beam.
