ABSTRACT

This chapter discusses how the decision-making, coordination and project-steering process was strategically redesigned and modified, again taking the county government as the core unit of analysis. It focuses on the nature and dimensions of BNSC funding since money was also scarce and in order to obtain and allocate it, special strategies were required from the local implementors. Communication and coordination mechanisms were strengthened or even reorganized, leading to more effective BNSC-related decision-making, organization and funding processes. In Dingnan, Mizhi and Qingyuan Counties, in particular, BNSC was financed with money passed down by the central government through the fiscal system in the form of transfer payments and earmarked funds from the expanded project lines for rural development. People obviously cherished this space for socializing and relaxing. It was not possible to estimate the extent of the 'financial irregularities' related to the park's construction which was sold as part of BNSC's countryside-beautification and culture-promoting policy.
