ABSTRACT

Good Governance (GG) principles are an advanced instrument for making dynamic government decisions. This article analyses the urgency level on the principles of GG, based on the substance principles, on government decisions in Indonesia. The focus of the article is the setting of the principles of GG in the Netherlands, international organisations and some of the laws and regulations in Indonesia. Comparisons were made to assess the suitability of the substances, so that the urgency level on each principle of GG could be determined, especially on government decisions in Indonesia. The conclusion is that there are three substances on the principles of GG in Indonesia, namely fundamental, micro and macro. The urgency degree of each GG principle on government decisions in Indonesia is determined according to the level of the substance: (1) fundamental, (2) micro, and (3) macro. Principles regarding the procedures and the truth of the facts on government decision are grouped and fit into the substance of the fundamental principles and micro substance principles. Subsequently, the macro principles of GG substance are used as the parameter principles in the publication of government decisions in Indonesia.
