Phase 2: Programming/briefing – programme review
The task of programming (North American usage) or briefing (UK usage) is to state what the building project is to achieve, in aspiration as well as function. Once completed, the brief serves as a set of instructions for the design and construction of the building. It may be for a new building, or for the refurbishment or refit of an existing property. The process of defining the brief is an important stage when priorities must be decided and consensus
reached, so that it results in clear and unambiguous information for the designers. The briefing stage takes time, especially when there are many groups whose needs and views need to be understood and taken into account. It must be carefully managed to reach agreement between all concerned parties and resolve competing needs.
