Phase 3: Design – design review
Editorial comment Design review occurs in the third phase of building performance evaluation (BPE). After strategic planning, followed by programming (briefing), participants become involved in the actual process of creating spatial and physical solutions for clients. Design, and the evaluative loop of design review, is the phase when users and decision-makers begin to see what kinds of spatial solutions are available and appropriate. In determining options that fit into existing constraints and solve problems effectively, designers develop two-and three-dimensional images that begin to respond to the priorities established throughout the strategic planning and functional programming processes (Preiser and Schramm, 1997).
