ABSTRACT
The Health and Safety at Work etc Act 1974 (HSWA) introduced a new approach to the regulation and control of health and safety at work, which is more flexible and prevention-orientated than had been seen before. It has given enforcing authorities wide-ranging powers of enforcement.
