The abuse of children in institutional settings

Outrage and anxiety have been the prevailing public responses to recent disclosures about the abuse of children in public care and boarding school. Public concern and press coverage have been instrumental in provoking Government action (Utting 1991; Warner 1992; Utting 1997; and the North Wales Inquiry, currently sitting). But if we are to get beyond outrage and anxiety to make things better for children, we have to listen to what they themselves have to say about who hurts them and what helps.
