The relative weight and size of the public enterprise (PE) sector in Argentina does not differ from that found in both indistrialized and developing countries (see Short 1984). However, the structural crisis faced by the economy in the early 1980s, together with the PE’s financial and economic mismanagement, operational and investment inefficiencies, politicized bureaucracies and trade unions, amidst the protracted setting-by government-of non-commercial objectives and goals, established the ground for the privatization process which started in 1989.
