As discussed in Chapter 1, the visions of foundations refer to the broader objectives, purpose and context in which foundation roles are cast. Visions encompass both ‘models’ based on political and cultural preferences and projection towards what is seen as desirable in terms of Realpolitik. This, in turn, reflects what foundations can do, rather than what they ideally should do. The analysis of the visions of foundations is complementary to the examination of the roles of foundations, as here we seek to probe deeper into the normative basis of the roles cast and the policy implications they entail.
