The Act also does not contain any specifi c budgetary or other forms of resource enhancement provision. Furthermore, it has to demonstrate adherence to good governance principles by considering the burdens and impact of legislation. However, critics of the Act have suggested that the government has perhaps underestimated these in its Regulatory Impact Assessments. So, clearly the Act does not represent a ‘big problem/big bucks’ type of response. The government’s approach to resilience, as a key element in contingency management, has fi ve strands and includes some fi nancial provisions:

improved horizon scanning activity to identify and assess potential disruptive challenges and so develop integrated responses; increased investment in capabilities that underpin emergency responses; an enhanced counter-terrorist framework including investment in operational facilities and new legislation; an emphasis across government on improved business continuity arrangements; the new civil contingencies legislation as represented by this Act.
