There is no right or wrong way to set up or design a service, and many simply grow ad hoc from ongoing clinical commitments or research studies. However, particularly in today’s health services, it is usually necessary to present a business case to support appropriate funding for clinical teams and departments that are often already overstretched. The thought of writing a business case can be daunting, but it is often an excellent way of clarifying the precise nature of the proposed service development. Appropriate spasticity services will differ according to the needs of the local population and available resources. Depending on where the services are – for example whether in primary or secondary care – the key drivers for the service development and proposed members of the team involved may differ. However, there are several universal considerations that deserve attention when planning a new service (Table 8.1).
