ABSTRACT
This oil exploitation was seen as an unprecedented project because of the mechanisms set up to give it better outcome. Unfortunately, after 6 years later, the goal of this project is to be reached. The revenues of this project are not invested in the sectors they were designated for, the mechanisms tools have been modified or completely changed; and the revenues buy arms and encourage fratricidal conflicts in Chad.
