ABSTRACT

The Economic Commission for Africa report (ECA 2004) gives reasons for integration in the minerals sector as:

i. Lack of critical mass to develop the sector by individual member states;

ii. Large markets for downstream value addition; iii. Exploiting economies of scale, attracting and

retaining resources (financial, technical and human).
