ABSTRACT
This chapter analyses comparatively and longitudinally three periods of leadership: 1996–98, 2007–08 and 2009–11 in Emmaste rural municipality, Hiiumaa, Estonia. The previously slow development path was first cut in 1996, when new leaders came to power. Despite dynamic and positive changes in the community, another turn took place under the new leadership in 2009. The question remains – why?
