ABSTRACT

This chapter reviews the development of carbon capture and storage (CCS) technology in a high income country, namely the USA. The chapter considers the technology, policy and politics, as well as socio-technical dynamics. The USA is among a group of countries with a high carbon energy system heavily dependent on coal, and within these countries many consider CCS as one of the most promising low carbon technologies of the future. CCS is, however, controversial as the technology is debated in the public, media and political circles due to many uncertainties related to costs, the integrity of long-term storage, and how investments in this technology influence investments in and support for other low carbon energy options. This chapter explores the case of CCS development in the USA, revealing perceptions of high potential for low carbon development but various major implementation challenges.
