ABSTRACT

This chapter explores Aceh Green and its potential to contribute to the consolidation of peace in Aceh. The focus of the assessment is not the economic policy but on the implementation of the strategy—specifically, the obstacles that must be overcome in the effort to ensure the equitable and participatory management of the natural resource base. The chapter contains some sections: a brief consideration of the history of conflict in Aceh; a description of Aceh Green; a discussion of the governance challenges associated with Aceh Green; and an assessment of Aceh Green's potential to move peace forward. Despite the signing of the peace agreement, political and economic elites, as well as the Tentara Nasional Indonesia, continue to compete with local communities for forests and other lands. The real potential of Aceh Green lies in moving the province toward a durable peace by fostering a state-society relationship based on legitimate, responsive, and resilient institutions.
