ABSTRACT
Throughout history, Russia has repeatedly attempted to build a strong navy capable of a global reach. Although several times the country’s rulers managed to acquire considerable naval potential, Russia has ultimately never succeeded in maintaining a strong naval force. After periods of large investments in shipbuilding, the Russian Navy has time and again suffered set-backs and decline.
