The current system of special education was developed as a solution to a real problem. It represents a breathtakingly noble undertaking to correct the systematic exclusion and underservice of a group of students. In one broad stroke, special education law ensured legally defi ned protections, procedures, and processes for students who were historically denied educational opportunities and access to schools. For four decades, many improvements in the education of all students have occurred because of this system.
