The Effective Early Learning project and how the new PPIC process evolved The main EEL Project began in May 1993. Its focus was in the provision for 3 and 4 year-olds who are currently in a wider range of provision than any other age
group, but its methods and principles are applicable to any age. The project operates throughout the UK and is being carried out by a team of practitioner researchers, directed by Professor Christine Pascal and Dr Tony Bertram, based at the Centre for Research in Early Childhood, University College, Worcester.
