ABSTRACT

This chapter examines the gap between optimistic declarations of educational reformers regarding the power of proposed changes to improve educational conditions and the reality they seek to change. It begins by placing the discussion in the context of world-wide themes of educational reforms, especially as they impinge on developing countries. The focus then switches to the relation between teachers and these reform efforts. Two perspectives are used for discussion: the perception of others regarding how teachers undertake or experience reform, and views of teachers themselves of their part in these reforms. The chapter finishes with considerations on how the gap can be bridged or at least what could be done to bring change policies closer to the realities of teachers’ lives and work.
