ABSTRACT
Before joining the EU, countries from Central and Eastern Europe (CEECs) are required to adopt the so-called acquis communautaire, the entire body of existing EU legislation and practices. Adoption of the acquis not only means the approximation of their legal texts, but also the establishment of administrative and organisational structures necessary to make the legislation work (European Commission 1995: 23).
