ABSTRACT
Since 1 September 1998, schools have been required to set targets in relation to the performance of pupils in National Curriculum assessments and public examinations. In order to support the target-setting process, schools were provided with information about the performance of schools with similar characteristics to their own (benchmark information) against which they are able to compare their performance.
