ABSTRACT

Often it is difficult, looking back, to remember the exact moment when the idea for a book occurred to you. But I remember well the conception of this book. It was an autumn evening in 1991 at Keio University in Tokyo when Professor Yamada Tatsuo, who had invited me to give a seminar on my human rights research, opened the question period after my initial presentation, asking me a series of questions that I could not answer.
