ABSTRACT
In most peoples view, the Italian labour market lacks flexibility. Businessmen, economists and policy-makers often lament an excess of protection granted to workers by the law (especially the Workers’ Act of 1970) and by unions’ practices. As a consequence, it is typically claimed, a large stock of unemployed, especially among new entrants, has piled up and the black economy has thrived.
