Control of floodplain development in Britain is not founded on national standards, or at the local level on strict zoning laws. Instead it is based on an essentially voluntary system of consultation between water authorities and planning authorities. The system is consistent with the UK procedure in certain other fields where different aspects of the public interest must be balanced.
