ABSTRACT

Before the Uruguay Round, agriculture had been excluded from the considerable tariff reductions that had taken place during the previous negotiation rounds (the Dillon, Kennedy and Tokyo Rounds). Certain Articles in the GATT, moreover, allowed the employment of waivers in agricultural matters. Article XI 2 (c) of the GATT authorized the contracting parties to introduce tariff quotas when the countries were engaged in readjustments within the agricultural domain, or were attempting to reduce their production.
