ABSTRACT

The USA promoted the idea of a negotiation on subsidies and compensatory rights a year before the commencement of the Uruguay Round. It was preoccupied by the question of agricultural subsidies, but its attitude was prompted by the desire to end once and for all this practice that constituted a barrier to trade. At the heart of the problem was Article XVI of the GATT, which regulated the employment of subsidies but did not forbid them. Other aspects also concerned Article VI, which covered anti-dumping and compensatory measures.
