ABSTRACT
This is, however, only part of the answer. The Party remains important within the state enterprise not only for the enhanced promotion possibilities membership confers upon ambitious managers. It is also important because a senior Party position can be the underpinning for exercising considerable power within the enterprise. To see how this is so we need to look at the relationship between the Party secretary and the general manager within the enterprise.
