Territorial administration in the Rome area is marked by two main reference instruments: the ‘General Regulatory Plan’ (PRG) of 1962 and successive variants; and the Law for Rome (‘Capital of the Republic’) of 15 December 1990. An analysis of these two instruments, which have profoundly different characteristics, provides a reflection on the way that the government of the city has altered through time, as well as highlighting elements of continuity which have characterized urbanization policies.
