One of the defining features of public policy in OECD countries during the twentieth century was the massive public investment in public education. This investment was driven in large part by a belief that human capital is of central importance to the economic and social success of both individuals and national economies. Further, the relative importance of skills to economic success is believed to be increasing as we move towards integrated, knowledge-intensive global markets.
