ABSTRACT

An attempt to sketch the character of urban places representing the hopes and possibilities of a nation for some date in the future is a difficult task at the best of times. Such a venture must take account of the harsh realities reflected in the stability or otherwise of the political, social, and economic conditions that prevail and have prevailed for a significant period. Furthermore it must be noted that there is as yet no universally accepted urban policy for the ‘new’ South Africa.
