ABSTRACT
A culture of liberty is, indeed, the basic safeguard of popular liberties. The indigenous culture of liberty is said to encompass not only ‘the force of public opinion’, but also such intangible, but nevertheless real, features such as the idea of the ‘freeborn Englishman’, the ‘weight of history’ and ‘the British way of doing things’.
