Over the past decade, global developments and dynamics brought on by globalization , new information technology, and democratization have continued to impact on us amidst confusion and doubt. For the fi rst time in modern human history, a historic shift from the West to the East seems to be developing in the global concentrations of power and wealth. World politics is facing an unprecedented level of complexity and uncertainty, as various forces, different issues, and competitive ideas are seeking primacy and dominance and shaping the structure and institutions of the international system.
