The family support agenda is increasingly taking centre stage in British child welfare policy debates (Audit Commission, 1994; Dartington Social Research Unit, 1995). These debates raise a number of challenges for service delivery agencies in the public and voluntary sector:

How can we shift towards a more proactive, family support service? How can such a shift be financed? What organisational structures are best able to deliver family support?
