ABSTRACT
This article was categorised in the introductory chapter as adopting documentary analysis to analyse system policy. It has a comparative element, in that it discusses two analyses of universities in Europe and North America, and was published in a comparative education journal. It is, in essence, though, a review article, critiquing two recently published books, which is why I have characterised it as documentary analysis.
