ABSTRACT
There is little oubt that, for large corporations especially, mandatory environmental regulation is now a fact of industrial life. In Western Europe and North America, sophisticated legislative regimes have developed to regulate the management of a range of hazardous substances and industrial waste. Generally speaking, regulatory philosophy seeks initially to encourage industry to put its own house in order, but then applies sanctions such as prosecutions, fines and withdrawal of permits to operate, if they fail or default.
