Introduction Two theses and a rough description of their underpinnings will be presented in this chapter:

1 The implementation of AIDS policy in Germany pioneered success in terms of both health policy and gay politics. This approach to AIDS, implemented first in the former West Germany and then after 1990 in a unified Germany, mainly involved the fields of primary prevention, counselling and social support as well as the formation and networking of institutions.
