As a result of educational, social and ideological changes in England during the 1980s and 1990s, more emphasis was placed upon an individual competitive ethic in education. This was apparent in the application of market values and market culture to educational institutions and stronger forms of accountability to education ‘consumers’ in the form of published league tables of school test scores and external examination results. At the same time a policy and research focus upon ‘successful’, ‘effective’ and ‘winning’ schools was accompanied by a ‘naming and shaming’ official policy towards schools labelled as ‘failing’.
