ABSTRACT
In August 1993 the Victorian Minister for Local Government, Roger Hallam, initiated the introduction of compulsory competitive tendering (CCT).
He established an advisory committee comprising members of local government who had extensive knowledge of CCT. Its task was to pool together previous research, to encourage submissions from councils throughout the state, and to ensure a full discussion of the issues relating to the introduction of CCT.
