ABSTRACT

Warrington was an established industrial town situated in the Mersey river valley between Manchester and Liverpool. In 1968 the government confirmed the designation of a New Town Development Corporation, which was given the task of expanding Warrington and its employment base by developing four new districts. One of the greatest development challenges to the Corporation was to be the reclamation of large derelict military establishments, abandoned over a period since the end of the Second World War: Risley Royal Ordnance Factory, Padgate Transit Camp and the United States Air Base at Burtonwood.
