Once a contract commences, there has to be an on-going assessment of contract performance. With a construction contract, that is easy The building is built, or not. Well, that is perhaps not totally true. The components of the concrete have to be checked. Also a thousand and one checks need to be made, measured and monitored. Nevertheless, there is some truth in the fact that this is something very tangible to measure with a construction contract. Measurement with management and maintenance contracts is harder.
