ABSTRACT

In the first round of CCT, the in-house grounds maintenance DSO won the contract for 80% of Stevenage Borough Council’s work.

In its first year of operation, the contract started to make losses. As a result, work programmes slipped and the number of default notices for non-performance soared. In order to address these issues and maintain job security for the workforce, new working practices were introduced. High output machinery was purchased which in turn produced significant savings in labour requirements.
