ABSTRACT

It was felt that it would be difficult to protect the social objectives of the service within the contract specification. The contractor would have an incentive to act in a more commercial manner. If it was difficult to protect the social objectives of the service it would be difficult to justify its existence as it would not be doing anything different to the commercial sector of leisure provision. This was obviously of concern to those who worked in the public sector and felt a commitment towards the service that it provided.
