ABSTRACT
One hundred years ago, in the late 1800s, the new local authorities in Britain were getting into their stride. They employed contractors to carry out the necessary works of laying sewers and collecting refuse. However, it became evident that local authorities could sometimes carry out the work less expensively by directly employing the labour themselves.
