In another paper (Nyíri 2002), I focused on the policy aspects of this process. Here, I discuss how the state discursively constructs ‘new migrant’ culture and how it engages in imagining the transnational community of new migrants and operationalizes imaginaries of the home province and the homeland. I also attempt to show how identity construction among recent migrants is manipulated by elites that participate in this state-promoted imagining process.
