ABSTRACT

The advent of biotechnology and the techniques of genetic modification (GM) have created a range of policy dilemmas for governments. Tensions have resulted from the need to safeguard human health and the environment from perceived hazards while ensuring that regulatory frameworks do not constrain innovation and wealth creation (see for example, Shackley 1989, Levidow & Tait 1992, Tait & Levidow 1992).
