ABSTRACT
Following the detailed explanation of general development and the results of EVSL and more concrete research questions raised in Chapter 2, this chapter sets an analytical framework for studying the EVSL process. The framework will be based on the well known ‘two-level game’ model by Putnam (1988) that includes both the multilateral consultation aspect and the domestic policy making aspect. The analytical framework set here will be shared by the case studies in Part II.
