ABSTRACT
One of the important objectives of the Asia-Pacific Economic Cooperation (APEC) forum is to realize ‘free and open trade and investment’ in the region by 2010 for developed members and by 2020 for developing members (APEC Leaders Meeting 1994). In 1996, the first action plans for regional liberalization by all members were presented and endorsed as the Manila Action Plan for APEC.
